If fully funded, this bill will expand subsidies to reimburse providers for the true cost of providing care, cap family payments at 10 percent of family income, and invest in child health and family supports through programs such as home visiting. This program, combined with D.C.’s existing universal preschool program, would constitute the most comprehensive child care program in the U.S. and could be a model upon which states and cities could base their child care policies.
